We focus in particular on:

Humanitarian assistance in conflict affected states

Humanitarian aid to conflict affected countries is big business;  in 2009 states affected by active conflict or emerging from conflict received 65% (US$8 billion) of humanitarian aid from governments reporting to the OECD DAC. We track and analyse trends in volumes of humanitarian assistance globally to different conflict affected states. We also monitor funding mechanisms through which this assistance is channelled and look at some of key policy debates and forces driving changes in the amounts and ways in which aid is channelled to conflict affected states.

Humanitarian assistance through foreign militaries

Natural disasters are increasing in frequency and severity and currently, some of the world’s major governments have significant numbers of troops deployed overseas, this combination of factors means foreign militaries are likely to continue to be increasingly involved in humanitarian response. This is a poorly articulated financial contribution to global humanitarian assistance. We are working to track and publish data on the contributions of key foreign military actors to humanitarian assistance.

Stabilisation

Funding to fix conflict affected states and address the root causes of insecurity is a major growth area with OECD DAC donors doubling their ODA funding to conflict, peace and security-related activities between 2005 and 2009 to US$3.6 billion. We are tracking this trend including new donor models for programming funding for stabilisation activities.

Funding for global peacekeeping operations

We analyse and present data on the trends within funding for peacekeeping operations in context with other international resource flows into conflict affected states.
