GHA evaluation 2011

At the beginning of 2011GHA commissioned a detailed programme evaluation that was carried out by independent consultant Ian Smillie. In summary the evaluation observed that “the programme has met or exceeded all of the output targets that were contained in its 2008 proposal to donors.” It found that the work carried out in the areas of financial and policy analysis was both valuable and relevant to the humanitarian community. “While there are other monitoring devices and organizations, it can be argued that GHA has been very important in creating greater transparency – through consistent and reliable data analysis over time – and thus greater accountability in helping donors to achieve this goal.” The recommendations have fed directly into the planning for year 2011 to 2012 as well as preliminary thinking for beyond 2012.
