Report Synopsis

Since December 2010 six out of 22 Arab countries (Yemen, Syria, Tunisia, Egypt, Libya and Bahrain) have had major uprisings but only two (Egypt and Tunisia) have successfully managed regime change. In this briefing we analyse humanitarian and development aid to these six countries past and present.

Total official development assistance (ODA) from all donors (reporting to the OECD DAC) to the Arab Spring peaked at US$2.7 billion in 2001. Egypt has been the largest recipient of ODA which peaked at US$1.5 billion in 2004.
