In 2010 Russia’s gross national income (GNI) reached US$1.4 trillion, ranking it the 12th largest economy in the world (World Bank). In 2009 it gave US$785 million in foreign assistance and US$32.5 million in humanitarian aid. However, due to limited reporting, it is difficult to assess the true extent of its aid contributions and therefore a complete picture of expenditure is not available.

The Ministry of Foreign Affairs administers Russia’s foreign aid, while the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM) manages its humanitarian aid.

Russia is no longer on the OECD DAC list of recipient countries, and in early 2011 the UK announced that it would end direct aid to 16 countries including Russia (BBC).
