In 2009 Kuwait reported US$221.1 million in official development assistance (ODA) and US$34.3 million in humanitarian aid. In 2008 Kuwait featured in the top ten most generous government donors when its humanitarian aid per capita reached US$33, ranking it ninth. However, Kuwait’s humanitarian aid profile is unclear, as it is based on the voluntary nature of reporting to the United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) Financial Tracking Service (FTS); very little is known about its humanitarian aid allocation, policy or priorities.
