Indonesia is made up of an archipelago of 17,508 islands and more than 300 ethnic groups and is home to the largest Muslim population in the world. The country is highly disaster-prone and has faced over 100 disasters and emergencies since 1990, including the devastating 2004 Indian Ocean earthquake-tsunami.

Indonesia is contending with several secessionist movements in Papua, Aceh, Moluccas, Central Sulawesi and West Java, inspired by the successful secession of East Timor in 2002, in addition to sporadic terrorist attacks by radical Islamic groups.

The Indonesian Government is very active in disaster response and disaster risk reduction and has continued to increase its expenditure in this area.

Humanitarian aid to Indonesia peaked in response to the Indian Ocean earthquake-tsunami at US$739.3 million in 2005, before falling steadily to US$257.1 million in 2009.
