Recipients of humanitarian aid and official development assistance (ODA), 2008
Sudan was the largest recipient of humanitarian aid in 2008. It received (US$1.3 billion) from the 22 member governments of the Development Assistance Committee (DAC) and the European Commission.
Korea becomes 24th member of the OECD Development Assistance Committee (DAC)
The Republic of Korea has just become the 24th member of the Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD).
In a meeting that took place last Wednesday, 25 November, Korean Deputy Minister of Foreign Affairs, Oh Joon, commented: “Half a century ago, Korea was one of the poorest nations in the world, endeavouring to emerge from the ashes of the Korean War to rebuild itself”.
Now the world’s 13th largest economy, Korea was heavily reliant on foreign assistance right up until the late 1990s. It joined the OECD in 1996.

Luxembourg
Although the 20th largest DAC donor of humanitarian aid by volume in 2007, with total humanitarian expenditure of US$46 million (or 0.5% of the collective DAC total), Luxembourg was the most generous on a per citizen basis and as a share of its GNI.
Strength in numbers
There is no single comprehensive source of information on the international resources mobilised in response to humanitarian crises, no single reporting mechanism - and, beyond a broad consensus that humanitarian assistance means 'the resources mobilised in the immediate aftermath of a crisis', no single definition of what humanitarian assistance actually is.
